World Learning seeks a candidate to serve as Monitoring & Evaluation Advisor for the USAID/Rwanda Human & Institutional Capacity Development (HICD) Project to be based in Kigali, Rwanda. Recruitment is contingent upon successful award of the project. Summary of the Project:
To strengthen institutional and human capacity in targeted Government of Rwanda (GOR) institutions, as well as in targeted civil society organizations, that work closely with, or support the objectives of, USAID/Rwanda. The goal of this project is to increase overall performance of GOR institutions and Rwanda civil society organizations in a manner that fosters sustainability and improves Rwanda’s overall development outcomes.

Monitoring and Evaluation Advisor
The Monitoring and Evaluation Advisor person is expected to play a lead role in the design and implementation of a comprehensive monitoring and evaluation plan, in close partnership with PSCBS for public sector initiatives. S/he shall also interact with senior government officials, donors, and other key stakeholders in capacity building, and in the sectors where these initiatives are implemented.

Education:
Advanced degree in political science, public administration or other relevant degree

Required Qualifications:
• A minimum of five-seven years of direct experience managing and executing monitoring and evaluation of donor-funded democracy and governance programs, with a specific focus on capacity building;
• Experience in qualitative and quantitative M&E methodologies for democracy and governance programs, including experimental (or quasi-experimental) evaluation designs that incorporate rigorous statistical methods;
• Experience coordinating with developing-country governments, ministries and/or local NGOs for design and implementation of evaluations, including addressing capacity weaknesses as needed;
• Demonstrated familiarity with and understanding of impact evaluation and participatory monitoring and evaluation techniques; and developing and monitoring both output and outcome indicators.

Other Qualifications:
• Oral and written fluency in English and either Kinyarwanda and/or French
• Able to effectively use statistical analysis software, including STATA and SPSS
