PSI seeks applicants for the position of Director, Supply Chain Management Services. This position will work closely with the Supply Chain Compliance Support and Purchasing Services units to provide global technical leadership in supply chain management drawing on past experience and finding creative ways to improve country supply chain operations in occasionally challenging environments. This position will ensure the efficiency and effectiveness in delivering products and services to multiple countries. The successful candidate will have a demonstrated understanding of and significant experience with, freight and logistics, inventory, warehousing, and international supply chains. The Director, Supply Chain Management Services will report to the Director of Grants, Contracts and Procurement and will be based in Washington, DC with approximately 25% overseas travel to field offices.


RESPONSIBILITIES:

• Provide global technical leadership in supply chain management for a worldwide, multi-site organization, drawing on past experience and finding creative ways to improve country supply chain operations in sometimes challenging environments; effective in both operations and staff/matrix roles.

• Designs and implements a supply chain strategy and solutions to get the best value for money including but not limited to setting minimum operational standards, coordinate supply chain planning, ensure proper warehousing and inventory of goods; supports timely distribution of goods and comply with funder and legal requirements and be very hands on in the execution of the strategy in support of current and future PSI needs.

• Maintains a high level of customer service with field staff, program managers and ensure that supply chain procedures are accountable and transparent, and include all required information and documentation. Works with staff to improve knowledge of supply chain operations for ongoing strengthening of operations and service delivery.

• Develop processes and tools for the collection, flow and use of quantitative and qualitative data for informed decision making at all levels. Work with relevant departments in the development and implementation of management information system.

• Oversee the development and implementation of evaluation and monitoring of PSI warehousing, logistics and distribution contractors that form PSI’s global supply chain network. Ensure the business requirements of PSI operations are being met.

• Works closely with Supply Chain Compliance and Purchasing in support of a seamless operation. Facilitates work across departments to develop common requirements and business processes to leverage key suppliers and overall supplier portfolio.

• Engages, mediates and reasonably resolves issues as needed between supply chain and program requirements and suppliers. Trains staff in trouble-shooting, problem solving and negotiation techniques.

• Develop and implement optimized supply chain management models to improve the efficiency and leverage the existing supply chain structures, leveraging staff skills and developing strategies to maximize synergies and opportunities for economies of scale across programs.

• Direct development and updating of supply chain guidelines, and training modules for HQ and field office use. Deliver or assist in delivering the training(s).

QUALIFICATIONS:


• Bachelor’s degree in Business, Finance, Logistics or related field with 15+ years supply chain experience
• 7+ years of international experience in operations management and logistics
• Previous experience negotiating complex deals
• Substantial experience with Supply Chain ERP systems
• Working knowledge of USAID, CDC and Federal Acquisition Regulations
• Familiarity with Pharmaceutical supply chain requirements
• Excellent critical thinking and problem solving skills with persistent attention to detail
• Knowledgeable of the legal, tax, customs and operational issues related to implementing international programs, especially in developing regions of the world
• Ability to communicate technical supply chain matters in a clear and concise manner with limited use of jargon
• Ability to work in a fast-paced environment
• Fluency in English is required, French or Spanish a plus


The position requires attention to detail, flexibility and customer service while stream lining work in a fast-paced environment. Preference will be given to who possess a working knowledge of world class supply chain practices, familiarity with pharmaceutical supply chain requirements, and strong analytical capabilities.
