Project Description:
Overall objective: To strengthen the current and future capacity of public institutions, specifically the Ministry of Planning and Economic Affairs to effectively formulate, implement and monitor sound and sustainable economic governance that is both pro-growth and developmental in its focus and application.
Purpose: to contribute to quantitative and qualitative improvement of European Development Fund (EDF) programmes and projects, through enhancing the capacity in development planning, programming and implementation of the National Authorising Officer (NAO) in Liberia, and more specifically strengthening the capacity of the NAOs Office to manage EDF assistance so that Liberia is able to efficiently absorb and benefit from the substantial aid flows.
As such the project will contribute to ensuring that the NAO office could become a real actor in the Liberian development context. Since the implementation through private indirect decentralized management under EDF9 proved to affect the beneficiary ownership in the project implementation, it is proposed to strengthen ownership by means of partly decentralised management, implying the drawing up and the implementation of programme estimates by the NAO office. A Technical Assistance team will be deployed to continue capacity building programme and ensure procedures quality control.
Result 1 Improved staffing levels and NAO office facilities
Result 2 EDF procedures correctly implemented by the staff of the NAO office
Result 3 Effective tracking and monitoring systems for ongoing and future EDF contracts at the NAO office
Result 4 Enhanced capacity of the NAO staff to participate proactively on strategic issues such as programming, reviews and policy dialogue in coordination with Line Ministries and national agencies and other relevant stakeholders including the NSA

Qualifications and skills
The expert must have at minimum a Masters level university degree in Civil Engineering, highway engineering, construction management or Environmental Engineering, or a relevant subject.
The expert must have excellent communication skills, including a strong ability to draft reports, to communicate in meeting including technical or specialised information.
The expert must have excellent synthesis, redaction/reporting skills and analytical capacities.
The expert must be fluent in English (reading and writing), be fully computer literate, and possess very good communication and inter-personal skill.
The expert should have excellent training and presentation skills.
The expert must have very good organisational, management and planning skills and ability to involve diverse stake holders to achieve constructive joint purposes.
The expert should have demonstrated skills to work with a wide range of partners, manage complex issue areas and projects, and to produce a quality product under pressure.
General professional experience
The expert must be able to demonstrate at least 8 years relevant professional experience in construction sector, including at least five (5) years in the construction of roads (both paved and unpaved).
He/she must have previous experience working with EDF projects/EC procedures as well as of project cycle management.
He/she should be able to demonstrate significant experience in: Programme design, monitoring and evaluation (logical framework approach), sector policy and strategic dialogue, situation analysis and elaboration of recommendation in the framework of development projects; operational programming and preparation of projects; design and implementing a functional monitoring and evaluation system; elaboration of participative methodologies for programming and accompaniment of projects.
He/She must have relevant experience in the technical and contractual management of other infrastructure projects, such as electrical grid network, etc.
He should be able to demonstrate extensive experience in working with international organizations.
Specific professional experience
The expert should be able to demonstrate undertaking of similar project management assignments in developing countries.
Relevant experience in African countries, especially the Western Africa region, will be an advantage.
Experience in a post conflict environment and/or transition economies will be an advantage
