SUMMARY
Casals is seeking qualified Chief of Party (COP) candidates for an anticipated USAID project in the Philippines. The purpose of this project is to provide technical assistance and services to support USAID’s Integrity for Investments Initiative (i3). The project will work towards improved enforcement of anticorruption laws, reduced opportunities for corruption and strengthened corporate governance for public corporations and large businesses, which are envisioned to contribute to a better climate for trade and investment.
The COP will be the lead Casals employee in the assigned project and will be responsible for making key decisions and solving problems in short time frames while ensuring operational and project integrity. S/he will manage overall in-country relations with relevant U.S. government (USG) entities and host government institutions as well as provides oversight of project implementation and supervision of staff.
DUTIES & RESPONSIBILITIES
The COP is the primary person responsible for the implementation of the project, as well as ensuring contractual compliance and adherence to all relevant USAID/USG rules and regulations.
S/he will be responsible for overall project management, oversight, and reporting. This includes supervising project staff, overseeing project work planning, performance management and strategic communications, leading subcontract and/or grant design and execution, and contributing to the development and implementation of the project’s monitoring and evaluation (M&E) system.
The COP ensures client satisfaction with regard to Casals’ responsiveness and commitment to technical excellence, transparency, flexibility, and innovation.
S/he manages in-country relationships with USAID officials, local government counterparts, CSO partners and others. The COP also works closely with Casals headquarters (HQ) personnel to ensure attainment of all established project objectives.
OTHER OR ADDITIONAL RESPONSIBILITIES
Guide the program’s strategic direction and framework.
Supervise the technical work of program personnel and subcontractors.
Ensure all project assistance is technically sound and appropriate.
REPORTING RELATIONSHIPS
Title of Direct Report(s): Deputy Chief of Party
Title of Supervisor: Casals’ HQ-based Senior Operations Coordinator
INTERNAL/EXTERNAL CONTACTS
Interact with, among others, USAID, host-country government institutions, private sector entities, civil society partners and members of the press, as well as senior US Mission/Embassy functionaries, and other international donors and implementing partners.
REQUIRED KNOWLEDGE AND SKILLS
Technical expertise in corruption prevention and corporate governance are strongly desired.
Excellent writing, communication, and interpersonal skills.
Strong technical expertise, superb management skills.
Exceptional English technical writing and communication skills.
REQUIRED EXPERIENCE & EDUCATION
Master’s degree or higher in law, political economy, public administration/policy, economics, business, social sciences, or related fields with five to ten years of progressively responsible experience and expertise to successfully achieve meaningful and sustainable results in anticorruption enforcement.
Extensive and substantive experience in working with counterparts at various levels of government, as well as with non-government organizations (including private sector associations/organizations) in managing international development assistance projects.
Prior experience as COP of a similar USAID-funded program highly preferred.
TRAVEL
Must be willing to live in the Philippines and travel if necessary throughout the country.
