Working alongside Caritas Maliana
Based in Maliana, Timor-Leste
The Organisational Development Adviser will work alongside Caritas Maliana to improve the overall management and ensure effective programme planning and implementation. S/he will develop Caritas Maliana’s staff skills and knowledge in a variety of organisational development areas, including strategic planning, organisational systems, policy development, networking and monitoring and evaluation. S/he will also assist individual staff members to identify their own needs to enable them to better fulfil their role and develop interventions, including ongoing mentoring and training, to tackle these areas. S/he will work closely with the Director of Caritas Maliana to develop a strategy for working together with the other two Caritas organisations in Dili and Baucau, as well as all other Caritas International organisations operating in Timor-Leste.
This placement will involve working closely with the Catholic Church and its institutions in Timor-Leste, and therefore openness and ability to engage effectively with faith-based leaders and their constituencies is essential.
The successful candidate should have a degree in a relevant discipline and education/training in specific aspects of community development.
A minimum of three years’ experience working with church or civil society organisations in a project or programme management capacity or similar and in building their capacity in organisational management, programme development, strategic planning, report writing, participatory monitoring and evaluation and networking is essential. You should also have experience working effectively in a resource poor environment where access to technology is limited.
Good understanding of the role of an adviser and mentor when it comes to capacity building techniques and methods, including the ability to transfer skills and knowledge through formal or informal training and skill sharing; an ability to engage with faith-based leaders in a positive and sensitive way; and skills in fundraising, proposal writing and reporting to donor agencies, gender mainstreaming and participatory monitoring and evaluation methods is essential. You should bring an in-depth knowledge of international development issues; initiative, proactivity, ability to plan and implement own work and excellent self-organising and prioritising skills; excellent interpersonal and communication skills, including the ability to communicate and work with a wide range of people in a participatory, respectful, collaborative manner and to enhance effective work relationships; good problem solving skills, an openness to learning, and the ability to adapt skills and knowledge to the local context.
An understanding of the Catholic Church, its structures and ways of working; the issues facing a newly emerging democracy; cultural sensitivity and a willingness to learn Tetum is also essential.
