ECC, a US based project management, engineering and construction firm [www.ecc.net], seeks highly qualified candidates for the position of IDIQ Program Manager for anticipated multi-year USAID Community Reconstruction IDIQ which will provide construction and design-build construction services to the Government of Nepal. Following the 2015 Gorkha earthquake, there was extensive damage done to the public infrastructure of Nepal.
This contract will involve the reconstruction and retrofitting of vertical structures such as schools, medical facilities, and other public infrastructure damaged or destroyed by the earthquake.
The IDIQ Program Manager for this program will be primarily responsible for the management of the contract, and all related task orders awarded. This includes overseeing the successful and timely completion of all construction projects. The PM will be responsible for maintaining compliance with USAID’s rules and for submitting deliverables. This position will be the main point of contact with USAID, the Government of Nepal and any other stakeholders. Furthermore, the Program Manager will provide technical and executive leadership and will provide management supervision of the entire contractor team. The Program Manager is also responsible for ensuring the application of and conformance to sound financial management procedures by the contractor and all its sub-contractors.
The role will require working with a third-party design firm (Architecture and Engineering Firm – A&E firm) for integration. The Program Manager will be responsible for both technical and operational supervision for all awarded construction projects. In addition the role will support efforts to produce technical and cost proposals for task orders.
This position is based in Kathmandu, Nepal. Initially, the person may work in the USA.
A bachelors degree (or greater) in Engineering, Construction Management or equivalent;
At least 15 years supervisory experience with 10 years’ experience in basic infrastructure construction, planning, design and/or construction management
Experience managing USAID Construction Projects, particular in the region near to Nepal
Experience managing the construction of vertical structures including schools and medical facilities
Knowledge of USG Construction Regulations including FAR and AIDAR
Experience managing the finance and operations of large construction projects
Strong reporting and presentation skills
Fluent written and spoken English
The role will require travel to Nepal including Kathmandu and remote areas.
Able to carry at least fifty pounds and able to travel to remote project sites
At least five years USAID experience required.
