Short Term Consulting - El Salvador, Central America

ME&A is seeking a Technical Expert for the USAID/El Salvador project “Rule of Law/Criminal Justice Sector Assessment”. The expert will provide guidance to the Assessment Team Leader on issues related to Rule of Law, governance and institutional functions and capacity related to the criminal justice system, as well as the role of the Executive Branch in criminal justice and security. S/he should be familiar with the legal and constitutional framework in El Salvador.
Education: Master’s in Public policy, comparative international legal studies or government background.
Language Proficiency: Spanish Level IV and English Level III.
Work Experience: At least 8 years of progressively responsible, professional-level experience in development program management, public policy, government service or legal practice is required, preferably in Central or Latin America. At least 5 years of experience in rule of law or justice sector assistance, preferably in the design, implementation and/or evaluation of foreign assistance programs. Familiarity with USAID’s objectives, approaches and operations, particularly as they relate to program design, management, theory of change, or assessments is a plus.
