An innovative leader with strategic oversight and a passion for Oxfam's work is needed for the key position of Director of the Freetown WaSH Consortium Coordination Unit.
Oxfam seeks to appoint a Director for its Freetown WaSH Consortium Coordination Unit based in Sierra Leone, West Africa, who will lead on the management of the Consortium and its Coordination Unit in close consultation with the Consortium Board and in line with the Consortium’s strategy including managing donor and government relationships in Sierra Leone and internationally. He/She will manage the Consortium’s budget and programmes in partnership with the CCU team and member agencies and represent the Consortium in national and international fora. Background
The Freetown Urban WASH Consortium brings together four agencies (Action Against Hunger, CONCERN Worldwide, Oxfam and Save the Children) to support the Government of Sierra Leone in improving the health status of selected vulnerable urban communities within Freetown, to attain their set targets for the water and sanitation MDG's as well as contributing to meeting the health MDG's. Oxfam is the lead agency and hosts the Consortium Coordination Unit (CCU). The Consortium is in its III phase of programme implementation.
The CCU consists of a Consortium Director, a WASH Technical Advisor, a Consortium Advocacy and Campaigns Coordinator, the Grants & Partnership Coordinator, MEAL Officer, Programme Support Officer and a Project Officer. The Consortium Director manages the CCU team and will be hosted in Oxfam with significant accountability to Consortium agencies. The Consortium focuses on four main areas, WASH service delivery following a community led approach, disaster risk mitigation, capacity building of community structures and Government stakeholders as well as advocacy and sector financing.
The role
Reporting to the Country Director you will support the Consortium Board in providing strategic direction to the Consortium and lead on the strategic development and review processes as required; Establish strong working relationships with all Consortium members and develop an in-depth understanding of the activities, support needs and strengths of each agency with regards their Urban WASH Consortium work; In close collaboration with line reports and Consortium agencies, maintain and develop partnership relationships with key Government Stakeholders and national partners; Represent the Consortium and liaise with government stakeholders, donors, local and international NGOs and any other relevant stakeholders; Maintain and develop mechanisms to monitor and evaluate the impact of the Consortium’s work, as well as its partners and ensure learning is integrated into future programme design; In close collaboration with the Board to lead on discussions with the Consortium’s donors; Lead on donor reporting processes and other donor compliance requirements; Supervise and support of the Consortium Coordination Unit team to ensure effective joint activity and financial planning, reporting as well as the day-to-day functioning of the consortium; Effectively manage the CCU’s budget and provide effective oversight to the consolidated Consortium budget in collaboration with Consortium members and Oxfam’s finance team.

The Person
To succeed in this role you will have:
• You will have at least 5 years proven programme management and/ or coordination experience in a complex partnership model context.
• Excellent analytical and critical thinking skills and proven experience of strategy development
• A broad understanding of complex emergencies and complex programming, including elements of humanitarian, transition and development programmes is essential
• At least 5 years of line management and budget management experience
• Experience of managing institutional donor contracts preferably with DFID
• Sound political judgment and sensitivity, and proven experience of engaging with and influencing decision-makers.
• Proven experience and understanding of partnership management and working with government entities as well as civil society group
• Excellent interpersonal skills and ability to manage complex and sensitive organisational relationships is essential
• Ability to work independently and think innovatively and strategically, as well as collaborate within a team.
• Ability to work on own initiative, manage complex workloads and deliver outputs and reports to agreed deadlines.
• Excellent written and spoken English with demonstrable experience of writing proposals and reports for a variety of audiences including government, donors and INGOs
• Demonstrable understanding of and commitment to promoting gender equity and the interests of marginalised people in all international development work.
• Understanding of the Sierra Leone context and experience of working in different countries within the West African region
• Previous experience of working within a Consortium model or network of organisations
